World-renowned course designer Tom Fazio integrated a $1.4 million landscaping program into the three-community master plan. Beaches of South Walton continues to grow as an arts mecca. In celebration of the destination's visual and performing arts programs, the Walton County Tourist Development Council created the "Artist of the Year" program. The 2006 Artist of the Year is Phil Kiser, a painter based in Freeport. Phil Kiser has dedicated his life to dimensional mosaics, he is able to create works of art that consist of a variety of color and texture by using antique plates, mason jars, recycled mirrors and vintage glass. Hundreds of hand-cut pieces of glass are carefully laid together to catch the light and become a breath-taking image.
